Scott Anchin

Vice President, Senior Operational Risk and Payments Policy


Scott Anchin is the Vice President, Senior Operational Risk and Payments Policy for the Independent Community Bankers of America. In his role, Scott represents the association and advocate its policy positions regarding operational risk and payments regulation and legislation primarily before financial regulatory agencies as well as Congress.

For almost 10 years, Scott served as a key leader for many of the Federal Reserve’s payments initiatives. He stood up Federal Reserve and industry governance for faster payments efforts, led collaborative stakeholder work groups to identify and solve industry issues, lent expertise to early efforts to conceptualize the FedNow instant payments service, and served as the chief administrative officer for an intergovernmental payments technology program.

Prior to his time at the Federal Reserve, Scott worked in a variety of policy roles at the White House Office of Management and Budget, Bloomberg LP, and the US Department of Homeland Security. Most recently, he worked as an independent consultant and advisor to payments industry associations, banks, and financial technology companies.

Scott holds an LLM from Georgetown University, a JD and an MA in political science from Case Western Reserve University, and a BS in finance from Syracuse University.
