Juan Costantini is executive vice president, general counsel for ICBA Payments and its subsidiary, TCM Bank. In this role he provides strategic legal guidance, ensures compliance with applicable laws, and manages legal risks across both entities.

Working closely with the senior leadership teams, Costantini plays a central role in driving the legal strategy that supports the growth of both organizations; while ensuring they operate within a robust legal framework that aligns with their respective business objectives.

Costantini began his legal career at a private law firm in Argentina, rising to partner before transitioning to public service as the legal affairs and political relations attaché for the Embassy of Panama in South Africa.

After relocating to the United States, Costantini held roles with the Oregon State Bar and the Oregon Department of Justice. He most recently served as chief legal officer for MVB Bank, a subsidiary of MVP Financial Corp, where he advised the company on key legal and regulatory matters.

Costantini earned his J.D. and LL.M. from the National University of Rosario in Argentina. He also holds master’s degrees in civil notary law and education.
